Ustavnost in suverenost v razmerju do zunanje oblasti – Slovenija v Jugoslaviji, v NATO in Evropski uniji
Izvleček
V znak 20. obletnice odločitve za plebiscit v Poljčah in kasnejše
njegove uspešne izvedbe je bilo drugo srečanje Akademskega foruma
na Fakulteti za državne in evropske študije posvečeno okrogli
mizi na temo slovenske ustavnosti in suverenosti v razmerju do
zunanje oblasti. Gosta na okrogli mizi, ki jo je vodil Matej Avbelj,
sta bila profesorja Peter Jambrek in Dimitrij Rupel. V svojem nastopu
sta najprej osvetlila dogodke s konca 80. let, ki so privedli do
plebiscita, sprejema ustave in ne nazadnje nastanka samostojne
in neodvisne Republike Slovenije. Temu zgodovinskemu spominu
sta dodala svoje videnje slovenske suverenosti danes, zlasti v
odnosu do EU kot tudi do celokupnega mednarodnega okolja,
tako v ustavnopravnem, mednarodnopravnem in političnem smislu.
Ključno sporočilo okrogle mize je bilo, da se tudi danes, tako
kot v 80. letih, na Slovenskem prepletata notranja in zunanja dimenzija
naše suverenosti, ki se sooča z najrazličnejšimi, pogosto
kočljivimi pravnimi in političnimi izzivi. Reševanje teh zadnjih bo
uspešno, če bomo kot politična skupnost kontinuirano črpali svoj
navdih iz 80. let, ko se je, po besedah gostov okrogle mize, konstituiralo
vrednostno središče slovenskega naroda in se je ta oprl na
lastno moč.
