Nekaj teoretičnih izhodišč h konceptu matične države pri zaščiti narodnih manjšin

Narodne manjšine predstavljajo zapleteno točko mednaro-dnih odnosov, saj se države z dejstvom, da ne morejo pod svojim okriljem združiti vsega ozemlja in prebivalstva, ki ga čutijo za del narodnega telesa«, težko sprijaznijo. v istih državah pa so po dru-gi strani prisotne tudi manjšinske (narodne) skupnosti, ki so bile zelo pogosto podvržene asimilacijskim pritiskom. »Matične drža-ve« so želele takšno dogajanje preprečiti, a ob enem pa niso že-lele, da bi se druge države »vtikale« v njihov odnos do manjšin na njihovem ozemlju. Čeprav je delovanje držav kot »matičnih držav« vsakodnevna praksa so pravno obvezujoča določila, ki bi to po-dročje kodificirala redka. Prispevek predstavlja razvoj koncepta matične države, zaradi prostorske omejitve se omeji na teoretična izhodišča, ki bodo predstavljala temelj za nadaljnjo aplikacijo razi-skave, kako Slovenija deluje kot matična država ter kako sprejema delovanje drugih držav kot matičnih držav glede manjšinskih sku-pnosti na njenem ozemlju.
