Vpliv in posledice brexita za razvoj javnih uprav držav članic Evropske unije
Izvleček
Izstop Združenega kraljestva Velike Britanije in Severne Irske (Združenega kraljestva) iz Evropske unije (EU) bo zgodovinski mejnik v razvoju evropskih integracij. Razlogi in posledice izsto-pa bodo gotovo raznoliki ter bodo posegali tudi v koncept bri-tanske državne uprave. Brexit bo vplival tudi na državne uprave ostalih držav članic EU, kljub temu, da sama struktura in organiza-cija državne uprave ni neposredno del evropskega acquisa. Med-sebojni vplivi in stiki državnih uprav, vključno z britansko, so bili z izjemo zadnjih nekaj let stalnica, in to navkljub tezam Britancev o »unikatnosti britanske uprave«, ki je vezana na anglosaksonsko "common law« tradicijo. Kot taka, tradicionalno zaradi odsotnosti tradicije pozitivnega prava, naj ne bi bila tako zakoreninjena kot v drugih evropskih državah in se je zlahka podredila političnim spremembam, te pa naj ne bi imele nič skupnega z drugimi dr-žavnimi upravami, ki so bolj podvržene »velikim načelom«. Toda podrobnejša analiza je pokazala, da je vpliv EU na strukturo, delo-vanje in kulturo državne uprave, ki sicer ni bil takojšen, sčasoma privedel do znatne in pomembne spremembe v vzorcu državne uprave Združenega kraljestva. Toda dolgotrajen bo tudi proces devolucije. Prenos pristojnosti na centralno vlado in upravo bo terjal nove prilagoditve državne uprave. Britanska uprava bo zno-va podvržena novim reformam, saj bo morala okrepiti svoje poga-jalske sposobnosti na nekaterih, za Združeno kraljestvo ključnih področjih. Organizacije znotraj državne uprave so tako na pragu novih sprememb v delovanju, kulturi in obnašanju.
