Citizen involvement in Slovenian spatial planning system: What can we learn from the New Labour planning reform in England?
Izvleček
V slovenski strokovni javnosti se pojavljajo vse glasnejši pozivi
k spremembam zakonodaje in politik na področju urejanja prostora.
Kot je pokazal posvet, ki je februarja 2011 potekal v Državnem
svetu RS, je znaten del problemov slovenskega prostorskega načrtovanja
povezan tudi z nizko stopnjo udeležbe javnosti. V članku
identificiramo nekatere ključne pomanjkljivosti slovenskega sistema
prostorskega načrtovanja, predvsem na področju udeležbe
javnosti, ter skušamo odgovoriti na vprašanje, kako jih je mogoče
preseči in v kolikšni meri si pri tem lahko pomagamo z izkušnjami
obsežne reforme angleškega sistema prostorskega načrtovanja v
prvem desetletju novega tisočletja, pri kateri je bila precejšnja pozornost
namenjena prav krepitvi udeležbe javnosti. V prvem delu
članka se tako posvečamo teoretičnim utemeljitvam zavzemanja
za večjo participacijo javnosti pri javnem odločanju, še posebej
na področju urejanja prostora. Posebej se posvetimo tudi pomenu
udeležbe javnosti na področju trajnostnega razvoja in razvoja
lokalne samouprave. Nato analiziramo nekatere najpomembnejše
omejitve slovenske prostorske zakonodaje in upravljanja na državni
ravni in ravni lokalnih skupnosti. V drugem delu članka se
posvečamo reformi angleškega sistema prostorskega načrtovanja
v času vlad novih laboristov in položaju javnosti v njej ter analiziramo
izzive, s katerimi se reforma sooča, predvsem v luči iskanja
ravnovesja med zagotavljanjem večje stopnje demokratičnosti na
eni in ekonomske učinkovitosti na drugi strani. V zaključku članka
razpravljamo, kako je angleška izkušnja na obravnavanem področju
lahko poučna tudi za Slovenijo, upoštevaje različen kulturni,
zgodovinski, družbeni in ekonomski položaj obeh držav.
